Bodies responsible for public financing

The public funds earmarked for the financing of adult education and training are contributed mainly by the MEFP, the Ministry of Labor and Social Economy Employment and the regional administrations, both educational and labor.

Educational Administrations Visit

  • regulated education aimed at adults, aimed at obtaining the official titles of the educational system;
  • a small part of occupational vocational training, which is what is given to unemployed people with the aim of promoting their professional reinsertion by qualifying or updating their professional skills;
  • lessons leading to obtaining certificates of professionalism.

In 2019, 379.2 million euros were invested in adult education and 858 million euros in occupational training.

The autonomy of management and the control mechanisms of the centers present the same characteristics as the  financing of public centers destined to other teachings .

Since 2020, the educational Administrations are responsible for vocational training for employment. In the general state budgets for 2022, it is the second program with the highest MEFP funding, with 1,151 million euros.

The Labor Administrations currently finance a part of the vocational training for employment aimed at employed and unemployed people. In 2019, 2,414 million euros were allocated for their training, both at the state and regional levels.

Vocational training for employed people is managed by the State Public Employment Service ( SEPE ), the autonomous communities, the National Institute of Public Administration ( INAP ), and by the State Foundation for Training in Employment ( FUNDAE ). Vocational training for the unemployed comes largely from the SEPE and is managed by the regional labor administrations. The autonomous communities and local corporations also make contributions charged to their budgets.

Rates assumed by the students

As for students who attend compulsory educational levels, basic education aimed at adults is also free.

Each autonomous community establishes the amount of public prices for each post- compulsory educational service or activity :

  • test for access to higher level training cycles ;
  • free tests to obtain the titles of Technician and Superior Technician ;
  • enrollment per language course at the Official Language Schools;
  • system of bonuses and exemptions applicable to these teachings. 

They are usually exempt from paying fees:

  • students who are members of large families in the special category (with 5 or more children);
  • recipients of scholarships and study grants;
  • victims of terrorism.

Students under 28 years of age pay each course a fee corresponding to compulsory school insurance, whose coverage includes health care and economic benefits in the event of illness, school accident or family misfortune.

The courses offered within the Aula Mentor project belonging to the MEFP , a training system through the Internet, have a monthly cost of 24 euros and the initial registration is, in general, for two months, except for the 30-hour certification courses that it’s a month.

As regards professional training for employment, one of the principles that governs it is free of charge, so the training activities are free of charge.
